Are you able to just run Skyline on the computer and see the UI? Can you post an image of Help > About from the UI to confirm this?
It does look like 20.2.0.343 is our most recent archived version of 32-bit Skyline. So, you seem to be on the right track.
Did you fully uninstall the 64-bit version before installing the 32-bit version? If not, first try these instructions for cleaning up a broken installation.

Amazingly, you are the first person in 3 years to have an issue like this with a computer running 32-bit Windows.
